After the new law that will allow the government to block risque sites is passed, now the government is set to do it.
How?
Apparently, the government will compile a list of sites that are considered indecent and then pass the list to internet service provider. The ISPs will then block the sites.
This will give some kind of security to ISPs: If there are some indecent sites are found to be accessible, ISPs will not be blamed as long as the sites are not on the list [1].
To formalize it, the government will setup a new agency to do the job: "The task of this agency is to compile the list of forbidden sites which then be placed in the domain name server" [2].
A government job of reviewing dirty sites. Paid for by your tax money. Now that's one juicy job.
A true example of your tax money being hard at work. Literally !

the agency in fact will not only review sexy sites, but also sites that promote violence and racism. Not a bad idea.
(Although we still think educating our people to digest various information on the internet intelligently will have a more lasting effect than mere censorships.)

Even once the agency has used some hard-earned Indonesian tax money to make the list it will need to be continually updated on a daily basis. Why? Because as soon as a site knows it is on the list then it only needs to change its name.
But as you point out, I would imagine that when they advertise for the job of site reviewer then line of applicants will be long! :)
The question is enforcement!
The only other way to do it is a banned list of words which runs the rosk of censoring out all material and not just the porn.
Yet, when it is all said and done this is a piece of legislation that is designed to protect Indonesians (and residents) in Indonesia form themselves.
I do not have any problem with the idea of ensuring that children and vulnerable women are protected from exploitation and children are restricted from accessing such sites. But, when we are talking about discerning adults who can make rational decisions for themselves, then is this an acceptable degree of censorship.
Where are the statistics that highlight that all people who look at porn are evil crime doers with corrupted minds?
Sounds like an old tale like the one that masturbation will make you blind or give you hairy palms or suggestions that all homosexual men are pedophiles; science and statistics just do not bear out the assertions made!
Must we protect children and vulnerable women from the clutches of pornographers, exploitation,and trafficking; abso-bloody-lutely!!!
Is the next step to ban access to the internet altogether for youth and children, and then ban TV, and then music. It would seem that all things that lead to the experiences that make us who and what we are "corrupt" us in some way. Is it possible to ban everything?
Perhaps the answer lies in the enactment of subsidiary legislation to this new law that requires compulsory attendance to mosques, churches, and temples where religious and communitiy figures deliver sermons on the perils that await us in the real world and the moral corruption that will afflict us should we venture out into this world unarmed...
Should we be protecting consenting adults from themselves if they want to look at porn -- nah, this is a different question and needs a different approach!

You've pointed out the problem quite well there:
We dislike censorships too, bu then what about the scary stuff like porn featuring minors for example. Or like you said, sites that take advantage of vulnerable women.
Even the most cynical among us agree those should be banned.
But then, as you mentioned, blocking them is not the answer: this kind of sites will keep popping up using different names anyway...
No to mention that it will just create yet another seedy black market: selling backdoor passwords, cracking software, or simply selling services to send the stuff to email as attachment...
We just can't win, can we?

Oh, even if they do exist, I don't think it'll be enough for a causal evidence.
But I digress.
Ditto here, guys. I'm all for the positive side. Not too happy for letting somebody else think for me.
Especially the government. I don't think many people will either.
Just slip in a pop quiz in a national newspaper that asks readers to fill in their answers, "Let the government do the thinking for us and..."
I doubt many of the answers would be positive.
Positively cynical is more likely.

PS: as for putting in the list, it doesn't have to be done manually, there are many firms out there that do it with timely update, not that i agree to the practice, just pointing out that it's not as silly as it sounds.
I bet the DPR folks would love to have the job of 'viewing' dirty sites.
Something has to be done....and started.....so why can we see in positive way and see how it goes....there are so many cases and stories that have put children and women as a victim.
I think we need to do something whatever it is to prevent more and more bad things from uncontrolable porn.....
